Lots of students are facing the problem that they need to upload their Signature Image on the examination form online, but the size of the file is short for minimum limit for uploading.
This post is for those students who had already got their Signature in desired dimension and need toincrease the size greater than or ~10 KB (say in between 10-20 KB).
Although CS2 or lower, could be used but sizes may vary (increase) to 5 KB with same settings in as in CS3.
Step 1: Open the Signature image (already is in desired dimension say 140x60 wxh) into Photoshop by dragging it or (File → Open → Browse the image and open it).
Step 2: Goto File → Save As. A dialog box appears, give a name to new file and Choose “Format” JPEG and click on “Save” button.
CAUTION: KEEP A COPY OF ORIGINAL FILE. Don't Replace it.
TROUBLESHOOT 1: For increasing some more KB if still running short.
Modification in step 3: Choose the “Format option” – Baseline ‘Standard’, it may increase your file size to some more KB.
TROUBLESHOOT 2: For increasing even more KB if Troubleshoot 1 image is still short in size.
Modification in step 2: In Save As dialog box, click 'ON' the Check box “ICC PROFILE” as proceed to same step(s). It shall increase the size to 5 more KB as in troubleshoot 1.

Minimum Requirement: Photoshop CS3 or higher Recommended.
Step 1: Open the Signature image (already is in desired dimension say 140x60 wxh) into Photoshop by dragging it or (File → Open → Browse the image and open it).

Step 2: Goto File → Save As. A dialog box appears, give a name to new file and Choose “Format” JPEG and click on “Save” button.

Step 3: Another box will appear: Select the Quality ranging from 7-12 (increase in quality may increase the file size). “Format option” – Progressive.
Note: The file size shown below the PREVIEW check box in the dialog box shall show you 10KB extra in the box, so don’t panic just save the image and then check the new created image size by going in its properties.
